As the Tamworth region continues to grow, careful planning is essential to ensure we can accommodate population growth, deliver vital infrastructure, and enhance liveability for current and future residents. A step towards achieving this is to create Structure Plans for identified areas of the Local Government Area.
A structure plan is a document used in urban planning that helps guide how a specific area will grow and develop in the future. It outlines broad ideas for land use, transport, infrastructure, community facilities, and environmental management. It is a high-level plan and doesn't aim to solve every issue of that area in detail.
Council staff have engaged urban design consultants Ubris to prepare structure plans for three identified areas in the region; Precinct 1: Southern Gateway Activation Precinct, Precinct 2: Kootingal Residential Growth Precinct; and Precinct 3: Tamworth Sports and Entertainment Precinct.
The draft plans represent the first step in a longer-term vision for each precinct, allowing Council to share potential growth and development opportunities with the community and landowners. They have been developed in response to key regional and local strategies, including the Department of Planning, Housing and Infrastructure’s New England North West Regional Plan 2041, Council’s Blueprint 100: Parts 1 & 2, and the Tamworth Regional Housing Strategy 2024.
It's important to note that while the draft plans set a vision and direction for the future of the three precincts, they don’t change existing planning rules such as zoning or minimum lot sizes. Instead, the ideas from the plans are put into action through Planning Proposals, Development Applications, and Council’s Development Control Plan. Further community consultation, technical studies and significant infrastructure upgrades will also be required to bring the vision to life.
The Draft Tamworth Regional Structure Plans are on public exhibition from 9am Monday 28 July 2025 to 4pm Monday 8 September 2025 and we're asking for the community, landowners, and stakeholders to have their say on how these precincts could evolve into the future. All feedback will be presented to Councillors to review.
