Ordinary Council Meeting Update - 9 December 2025

Tuesday, 9 December 2025 

Here is an overview of outcomes from tonight’s Ordinary Meeting of Tamworth Regional Council:

  • Councillors adopted the updated Tamworth City Wide Floodplain Risk Management Plan. Issues that were identified with the modelling used for the 2023 plan have been rectified in this updated plan, resulting in a reduction in flood levels on some of the minor catchments flowing into the Peel River catchment. The recommended flood management measures from the 2023 plan remain unchanged, and Regional Services will now work with Council’s Geospatial Information Services (GIS) team to have the updated models accessible through Council’s website.
  • Councillors received an update on the planning progress of 2026 Australia Day celebrations and activities being held across the Tamworth Regional Council local government area. Celebrations will be held in Barraba, Bendemeer, Kootingal, Manilla, Nundle, Woolomin and Tamworth with the following councillors to attend the respective events:
    • Barraba: Cr Brendon North
    • Bendemeer: Cr Jeff Budd
    • Kootingal: Cr Matt Sharpham
    • Manilla: Cr Charles Impey
    • Nundle: Cr Charles Impey
    • Woolomin: To be determined
    • Tamworth: Cr Russell Webb, Cr Matt Sharpham and Cr Mark Rodda
  • Several operational items were received by Councillors tonight including the General Policy Register which was adopted after no submissions were made during the public exhibition of the updated documents. Councillors also fixed the dates for 2026 Ordinary Council Meetings, and a new Code of Meeting Practice was adopted tonight after a 42-day public exhibition period yielded two responses, neither of which requires a change to the updated Code of Meeting Practice. Updated documents will be available on Council’s website in the coming days.
  • Councillors noted and approved the Tamworth Region Arts Advisory Committee meeting minutes that included a recommendation for a public art sub-committee and acknowledged the successful application of 2-year multi-year funding from Create NSW for both Gallery and Museums.
  • Councillors tonight adopted the Graffiti Management Plan 2025 – 2030, after it received no community feedback during its 28-day public exhibition. The Plan aims to reduce graffiti vandalism across the region through a comprehensive framework that includes coordinated strategies focused on engagement, prevention, education, reporting, removal, diversion, and enforcement.
  • Residents and ratepayers in Woolbrook will now sit within the Walcha Local Government Area, following a boundary change proclamation by the NSW Governor Margaret Beazley on 14 November 2025. Tamworth Regional Council will work closely with Walcha Council to finalise the transfer of property information and services.
