In our last newsletter for 2025, I'd like to thank you for all you've done to make our region so great! I have the privilege of representing our region around the state, and everywhere I go people are full of praise and appreciation. We are known for our warm hospitality, great facilities and friendly businesses, as well as the many attractions for travellers of all ages and interests.

Over the past year, we've made good progress across a number of strategies and were recognised across Australia for the Mara Ngali Partnership Agreement, a landmark move towards Closing the Gap. Our Annual Report 2024-2025 is now on our website, and I encourage you to take some time to read about some of Council's achievements during this time - trcnews.au/Report.

In the next few weeks, you might enjoy our first Carols in the Park, or perhaps touring our region if you have friends and family coming to visit.

I wish you and your family a safe and happy Christmas and a great 2026!

It is only November, but before we know it January will be here, and with it of course our wonderful Toyota Tamworth Country Music Festival. This year I’m putting the callout for all residents of the Tamworth region to get involved. Perhaps open your home to an up-and-coming artist by hosting a room on Airbnb and showing our country hospitality - our villages have so much to offer in this space!

If that’s not your pace, why not share your local knowledge and be a volunteer. Our volunteers play an important role in showing visitors to our region the Festival and providing helpful tips and advice.

It is also just a wonderful chance to be a tourist in your home town. Grab tickets to the hundreds of concerts, take a walk down Peel Street and support the buskers and our local businesses, or just say a friendly hello to a visitor. So while we look ahead to the end of year festivities, let’s also get excited about one of the biggest events in our calendar which will be here before we know it!

At the most recent Council meeting, we agreed to start making some serious decisions about Ray Walsh House, and acknowledged this conversation is bigger than one building. The General Manager will prepare a comprehensive options paper exploring the future of Ray Walsh House, as well as office accommodation for Council staff, and the possibility of a new Visitor Experience Centre.

The feasibility and costs of a new administration building and Visitor Experience Centre at the Peel Street site near the Australian Country Music Hall of Fame and Hungry Jack’s will be included in the report. It will cover timeframes and a full valuation of Ray Walsh House, with the final cost to remove asbestos and reinsulate the building.

We need to put aside misinformation and discuss this in an open manner to make a sound, responsible decisions for our community now and for future generations.

More details including assessment reports are on our website - trcnews.au/RayWalshHouse

Over the past month, we've faced wild weather including snow and floods, but in the face of adversity, what stands out most is the extraordinary response from those who stepped up to help others without hesitation. My heartfelt thanks go to all who have worked tirelessly supporting our region in some tough conditions of late - I am so proud to have such community-minded locals in our region.

We saw many crews clearing debris, with others coordinating emergency responses behind the scenes, your efforts have not gone unnoticed.

Council staff have gone beyond the call of duty, just like they always do. Whether it’s restoring public infrastructure, assessing damage, or keeping our community informed, they've shown unwavering dedication.

I also want to acknowledge the many partners we work with, including the State Emergency Service, Rural Fire Service, NSW Fire and Rescue, Transport for NSW, along with utility providers like Essential Energy and Telstra for keeping us safe and connected.

Last month, a new report from Local Government NSW confirmed rural councils across NSW are absorbing an additional $1.5 billion annually in costs pushed down by state and federal governments, an increase of 10% since 2021–22. That is a staggering $11.3 billion over the past decade - nearly $500 a year per ratepayer that should be invested in our local roads, libraries, and community services.

Such offloading hurts those of us in for regional communities the most as we are already trying to manage the challenges that distance from the metropolitan cities brings when it comes to growth and development for our communities.

We are calling on both levels of government to urgently review the funding framework, restore Financial Assistance Grants to at least 1% of national taxation revenue, and properly fund state mandated responsibilities.

We keep advocating because our community deserves equity, predictability, and the freedom to thrive, without bearing the weight of unfunded mandates.

It's hard to believe we are officially into the second half of 2025 and getting to work on the adopted 2025/26 Operational Plan and Budget, setting the service delivery, projects and works Council will carry out in the coming year. It's a big year ahead with over $147.4 million in consolidated capital expenditure to improve essential infrastructure and more than $14m to improve and upgrade roads.

There's $2.3m for gravel road renewal, $4,767,724 for pavement renewal, $6m for sealed roads reseals and $1,131,989 for regional road reseals.

Our Ordinary Rates 2025-26 includes a 15% increase - the second and final increase of the Special Rate Variation. The rate rise was necessary for Council, but I know residents are doing it tough. I urge anyone finding it hard to pay their rates to please reach out and ask about our ratepayer hardship policy. We don't know about your situation unless you talk to us. Please call on 6767 5555 and have a confidential chat with our team.

As we near the end of the current financial year, Council is putting finishing touches to operational and budget planning for the year ahead. Our draft Operational Plan and Budget 2025-2026 along with the draft Delivery Program, draft Resourcing Strategy and draft Annual Fees and Charges are now open for community feedback.

Together, these documents form the framework for the services, facilities and projects Council will deliver. There's also information about how we will manage community assets, long term financial planning and workforce planning.

The Budget includes details about a 15% increase to the Ordinary Rate from 1 July 2025. This is the second and final increase of the IPART-approved Special Rate Variation (inclusive of the 3.8% rate peg).

I encourage community members to review the documents published at trcnews.au/OperationalPlanAndBudget and then share your feedback with us by 12 June at 11am.

In a very positive move, it was pleasing to see Councillors vote in support of moving ahead with creating four new Precinct Advisory Committees for Barraba, Dungowan/Nundle, Kootingal/Moonbi/Bendemeer and Manilla. We are all confident the committees will help strengthen the connection between community members and Council, providing an additional channel for resolving local challenges or issues.

Next, Councillors will work through Terms of Reference for the committees. This will set out how the committees will operate, when they will meet, what their focus will be and who is needed to form them. We want each community to be able to achieve their goals and aspirations.

Then a broad reaching Expressions of Interest process will be launched to call on community members to apply for membership of the committee closest to where they live.

Our region has a considerable geographic spread and this initiative is an important way to build better  community connections with Council.

The public exhibition period for the draft Community Strategic Plan 2025-2035 is open until 24 April. It's a further opportunity for you to share your ideas about what future path you want our region to take. It's Council's role to collate your ideas to form a plan which reflects the community's vision. We have taken what you have already told us to create the draft document.

Now we are encouraging community members to review it. We need you to let us know if there is something we have missed or to share with us other ideas you would like to see added.

You can see the draft plan at trcnews.au/CommunityStrategicPlan. The page includes an easy-to-use feedback form. All feedback received will be collated for Councillors for a meeting in May when they will consider endorsing the draft plan.

The Community Strategic Plan is "the people’s plan". It will influence all other strategies Council produces and guide how we will achieve our community’s 10-year vision for the region.

Some of the major projects Council delivers for our community get considerable attention – and rightly so. However, we do have a range of smaller annual programs which get little notice but make a big positive grassroots impact. One of these is the Annual Donations Program for which the 2024/25 recipients were recently announced with 32 groups sharing $66,800.25. Eight of them are from Barraba!

There were 44 applications from a diverse range of interest and volunteer groups across the Tamworth region. The Annual Donations Assessment Panel – comprising Councillors Marc Sutherland, Steve Mears and Ryan Brooke – assessed them. Amounts granted this year ranged from $500 to $4,000. The Annual Donations Policy also provides recurrent funding to a number of groups totalling $72,050 as well as providing $4,620 for 77 schools and pre-schools in our region. I thank all groups who support our community. We advertise when applications open, so please consider seeking a helping hand in the future.

What a positive start it’s been to the year with one of our best Tamworth Country Music Festivals on record and recognition of our region’s community achievers with our Community Australia Day Awards. I hope you were able to get out and about to enjoy your favourite parts of our 10-day event which is the largest and longest-lived country music celebration in the southern hemisphere.

The Festival brings a great cash injection to our community. Council invests $2.6m in the Festival and we receive $1.9m income through things like sponsorship, hire fees and ticket sales commissions. Council is out of pocket about $600,000 a year yet there is a boost of about $100m to the regional economy. That’s a good return in anyone’s eyes.

Congratulations to those who have been honoured with Australia Day awards at events around the region. Every winner makes an incredible contribution to our community. Their efforts help to make our region the great place it is. Well done to you all!

Here we are at the end of another year - where did those 12 months go? It was a busy year which included the election of a new team of Councillors to lead our region. Your elected representatives are making every effort to make choices and take actions which serve you - our community - best. On behalf of all Councillors, I wish everyone in our community a merry and safe Christmas.

I think it truly is the most wonderful time of the year. Each of us have our own special traditions.

I look forward to it because it’s time when families and friends come together.

Of course, it’s also when many of us are able to take  time out from our usual routines and spend time with those people who are important to us.

For those of you taking a road trip or travelling some other way, please be sure to take extra care.

All the best to you and your loved ones in the year ahead. My wish is that 2025 will be a prosperous and successful year for our region as well as the people who live here.

Since the September Local Government election there has been a strong focus among your elected representatives to connect with each other and work together. Through briefings, induction sessions and meetings, we are getting to know each other better. It is clear to me that all Tamworth Region Councillors are making it a priority to get on with the job our community has charged us with.

In a very positive move, we agreed to continue the Councillor Catch Up initiative which started last year. Each Catch Up sees various Councillors visit a different location in the region.

The first was at Nundle earlier this month. On Saturday 23 November there will be another at Molly May’s Cafe in Manilla 10am-11am and then on Saturday 7 December at the new Kootingal Multipurpose Centre  from 10am to 11am. There will be more in 2025.

Please take the opportunity to come and say hello. I know Councillors are looking forward to meeting community members across our region. I hope to see you soon.

I feel honoured to be returned as your Mayor for the coming two years and I am humbled by the support of my fellow Councillors. It is a privilege to be among one of the nine councillors elected to serve our community. Our first priority must be working together as a team so we can make this community of ours an even better place to live in. We need to focus on what our community needs.

In everything we do in life there are always going to be things we can probably do better. As councillors there are always going to be some changes on the way we approach the issues that are in front us. That’s what I want to do in this term as Mayor and I’m sure that will happen with the new Council.

There are so many good things happening in our local government area. We have steady economic growth, job opportunities, businesses looking to invest here and a great lifestyle. We are one of the top regions of NSW and as Councillors by working together we can build on that even further.

Local adults are invited to participate in a number of events that are being held in each of the libraries in the region as part of Adult Learners Week from Sunday 1 September, 2024. The nation-wide celebration of learning is held in the first week of September each year and is an important reminder that anyone can take the journey through adult learning, regardless of your age or stage in life.

Every library in our region will host events and workshops offering adults the opportunity to either learn something new or build on their current skills. Cooking, science, craft and family history will be just a few of the sessions on offer during the week.

Tech Savvy Seniors, a 10-week program aimed at building the skills and confidence to use computers, tablets and smartphones will be held at every library branch. Tamworth City Library will also be extending their open hours until 8pm during Adult Learners Week.

We are reviewing the Tamworth Regional Council Strategic Plan (CSP) which is a requirement of the Local Government Act (1993) and Integrated Planning and Reporting Framework. Our CSP is known as 'Our Community Plan' because it is owned by you, the community, and we are asking for your input to set the direction for the new Councillors who will be elected later this year.

Prior to the review and the draft plan going on public exhibition, we are running a community survey to ask what makes somewhere a good place to live for you? We want to know how you and your family experience our local area, and what needs to happen to improve your quality of life in our region.

The survey is now open and will close Thursday 25 July 2024. Everyone who completes the online survey will go in the draw to win one of five $100 eftpos vouchers. The information collected from the survey will form part of Our Community Plan. Have your say and go in the draw at trcnews.au/CSP

In our ongoing conversation with you about the need to increase our rate income, I and other Councillors have mentioned how in recent years the two other levels of government have been shifting costs to local government. This is something which has also been heard repeatedly from various councils during the inquiry into local government sustainability being run by the Australian Parliament.

We wrote a detailed submission about how cost shifting was getting worse. Unfortunately there is a new cost shifting move. The State Government has plans for a “cemeteries tax” with $156 per burial, $63 per ash interment and $41 per cremation will be levied on large operators – including councils – from 1 July 2024. I don’t see any option but for it to be passed on to community members, adding to the cost of interment services for those facing one of the most challenging circumstances of their lives. I hope this decision is reversed. Your council does not want to have to pass these costs on.

This week the Independent Pricing and Regulatory Tribunal (IPART) approved our Special Rate Variation (SRV) application. We sought a permanent SRV of 36.3% over two years - with an 18.5 per cent increase from 1 July 2024-25 (including the rate peg of 4.9%) and 15% in 2025-26 (including the forecast 2.5% rate peg). Councillors will decide in June whether or not to implement the approved increases.

Of course, no one in our community will be happy about rates going up. However, IPART’s approval does recognise our application was sound.

The IPART put our financial modelling under the microscope and found that without a Special Variation our financial position would be unsustainable. Council will use two-thirds of the additional income on roadworks. Importantly, we have updated our financial hardship policy and we will have an additional concession of $100 for eligible pensioners over the 2-year Special Variation period.

I’m sure you know there will be an inquiry into community safety and crime in regional NSW looking at the drivers of youth crime across regional and rural NSW. The Legislative Assembly Committee on Law and Safety will report on how a whole of government approach may be able to reduce those factors which lead to youth crime in regional and rural NSW. Critically we must have our voice heard.

I feel the outcome of any inquiry can only be as effective as the information it is given, and that’s why I'm calling on members of our community to make a written submission. If we do not use our voice, this inquiry will be a wasted opportunity.

Whether you are a victim of crime or you have a loved one who needs help to stay on the right side of the law, all information is important. Please write a submission and lodge it online at trcnews.au/crime. Submissions are open until 31 May, 2024.

Your submission will help the inquiry committee know about our lived experience.

It was a milestone for the Tamworth Global Gateway Park development to see the Tamworth Intermodal Freight Facility officially opened earlier this month. I was proud to be there with representatives of the facility’s operators, Qube, the NSW Government and Council. Local suppliers, businesses and producers will benefit from the services it will provide and new markets it will help create.

It will help growers and producers from our region and further afield get their goods to market direct by rail to Port Botany. It’s a win all round to have this facility giving much-needed transport connectivity.

The Tamworth Global Gateway Park will drive economic development and jobs growth in our region for the next 20 years or more. It has been possible with funding from all three levels of government of about $100 million since 2020.

Land sales have been strong and there is a high level of ongoing interest, affirming viability of the development and a return on investment to our ratepayers.

It’s a sign the year is well and truly underway once students are back at school and Council meetings are off and running each second and fourth Tuesday. The next one is 27 February and all residents are welcome. We're at the Nemingha Room in the former Lands Building, Fitzroy Street, Tamworth from 6.30pm. Go to www.tamworth.nsw.gov.au/business-papers the Friday before to see what we will discuss.

Next we will restart our Councillor Catch-up initiative for the year. The first one is at Nundle on Saturday 9 March from 10am to 11am. We started these informal chats towards the end of last year to give community members the chance to share their ideas, issues or concerns with their elected representatives. The idea is a result of feedback from community members that they wanted to see Councillors out and about more in our local towns and villages. Different councillors will attend each catch-up. See our schedule at www.tamworth.nsw.gov.au/connect. It'd be great to say hello to you at one soon.

Welcome to 2024! I trust you had the chance to enjoy some time with family and friends over the Christmas and New Year period. It's exciting to now have the 52nd Toyota Country Music Festival Tamworth underway. The 10 days brings such a great atmosphere to our region - as well as bringing a major economic boost as a result of the business and visitor activity it generates.

In dollar terms, it injects about $60 million into our economy. This equates to a staggering total direct and indirect contribution of about $117 million annually to the region's economy. The Tamworth Region simply would not be the thriving regional hub it is without the Festival. Being the largest live country music event in our nation, it cements Tamworth as Australia's capital of country music. Importantly, our Festival is one of the only events in Australia which provides top-level live music for free in addition to many ticketed shows.

Blink and you’ll miss 2023, December is here already! It’s a good time to reflect on what we have achieved across the region, both as a Council and as a community. It never ceases to amaze me the great work that gets put in by volunteers and community organisations to make our region the thriving centre it is, and I thank everyone who plays their part in making us a thriving community.

In 2023 Council has rolled out smart water meters, welcomed the first trains to the new intermodal facility at Tamworth Global Gateway Park, and opened Paws for Life animal shelter.

Fiesta La Peel celebrated 10 years, while the Toyota Country Music Festival won gold at the NSW Tourism Awards in the major festivals and events category.

We have also completed a number of major infrastructure projects, and continue to plan for the growth of our region.

On behalf of my fellow Councillors and myself, I’d like to wish everyone in our community a merry and safe Christmas, and I look forward to seeing you all out and about in 2024.

We'd like you to come along and share your ideas, or talk about issues and concerns with us while enjoying a cuppa or a cold drink.

We're interested to meet face-to-face with you and talk about ways we can better work together. The first Councillor Catch Up is on Saturday 25 November 10am-11am at the Tamworth Community Saturday Markets in Bicentennial Park. I will be there with Deputy Mayor Judy Coates and Councillor Mark Rodda. The next Catch Up is in Manilla at Molly May's on Saturday 2 December 10am-11am. Councillor Catch Ups are an outcome of our Communications Strategy in response to your requests for more regular contact with your elected representatives.

Road resealing program on track

Road resealing program on track

Image to display

It’s one of the biggest concerns our residents have - roads - and we’re excited to say that big things are happening in this space! We’re rolling out a huge resealing program and tackling much-needed upgrades backed by the Special Rate Variation.

It’s all part of making sure everyone can get around safely and easily - whether you’re heading to work, the shops, or out visiting friends.

A major contributor to the damage across our road network is water. It can penetrate the pavement, causing serious damage, and this program focuses on protecting roads before they significantly deteriorate and require a much more costly fix. The resealing process means adding a fresh layer of bitumen and gravel to lock out that damaging water to help keep potholes at bay.

This financial year we have already allocated $6 million into resealing roads all across our region. Over 300 sections are getting resealed with works already taking place along Moore Creek Road, Nundle Road, Carter Street, and Burgmanns Lane, while further works are expected to take place at Kia Ora Lane, Regans Road, Spains Lane, and Kingstown Road. Works will continue throughout November across the region as crews look to take advantage of the warmer weather which is ideal for the bitumen.

There is also some good news for a number of roads left damaged after major storms in 2022.

Funding has been received through the Australian and NSW Governments’ Disaster Recovery Funding Arrangements (DRFA) to progress major upgrades for the George Street causeway in Moonbi, the Barry Road landslip near Nundle, and to repair Rocky Gully Road in Bendemeer.

In total, Council is set to undertake over $12 million worth of natural disaster road repairs.

Council engineers have been working on designs for these projects prior to the funding being confirmed earlier this year, and the procurement phase has begun for George Street.

You can stay up to date with these road works on our website – www.tamworth.nsw.gov.au/roads

Get ready to Fiesta this October!

Get ready to Fiesta this October!

Our region’s most popular multicultural event, Fiesta La Peel, is happening this month! Set to return on 18 October in Bicentennial Park, this event brings us all together to celebrate, share and learn about our region’s different cultures. Explore what’s planned for this year's event and its importance to our region.

In partnership with Multicultural Tamworth Inc, Fiesta La Peel is only getting bigger. Entering its twelfth year, the New England’s largest multicultural event plays an important role in bringing the community together to celebrate diversity and culture.

Taking place between 4pm-8:30pm, a big part of the Fiesta experience is tasting new flavours or cuisine from food providers in the region. Each food stall will be set up for customers to interact with stallholders and learn about the food they're consuming. Laotian, Thai, Chinese, Hungarian, Persian, Iranian, Indian, North American, South American, Taiwanese, Australian, Polish, Filipino, Nepalese, Italian, German, and Spanish are just some of the nationalities that have hosted stalls in the past.

Music and creative dance performances are another vital element to the Fiesta experience. Buddy Knox, Punjworth Bhangra Academy and Tamworth Sri Lankan community are just some of the acts lined up! Face painting, henna art and craft activities will also be available. By getting both adults and children involved, Fiesta becomes more than just a vibrant display of culture; it provides a pathway to connect.

If you are keen to dance before the official Fiesta event, John Quezanda is hosting a Latin Party at the Tamworth Service Club on Friday 17 October! Cuban, Salsa, Bachata and Merengue are just some of the dances that will be offered throughout the evening that kicks off at 6:30pm.

Also coinciding with this year’s multicultural celebration is the release of Eddie Whitlam’s documentary “Uncle Eddie”. Made by Happy Panda Productions, “Uncle Eddie” details Eddie’s 45-year endeavour to support migrants, refugees and asylum seekers in Tamworth.  From helping Laotian families in the 1970s to advocating for Sudanese refugees in 2006, Eddie has played a central role in shaping Tamworth into a multicultural city. The documentary will be available to watch at Forum 6 Cinemas on Sunday 26 October and 2 November at 3pm.

We’re applying for State and Federal disaster recovery funding after the floods in early August caused more than $1 million in damage to our roads and bridges. This support will help us fix the damage quickly without putting extra strain on local rates.

Our first inspections have uncovered serious damage across the Tamworth region’s road network. Some of the worst impacts include:

  • a damaged culvert on Nundle Road at Dungowan,
  • washout at the Allambie Bridge approach,
  • a huge pile of flood debris on the Peel River Bridge,
  • damage to Somerton Bridge, and
  • landslips on Nowendoc Road (Port Stephens Cutting) and Barry Road (above Devil’s Elbow).

And we know there’s more to come as our region saw even more rainfall in the second half of the month. Our engineering teams are still working through the full assessment process, and every day more sites are being added to the repair list.

The Natural Disaster Declaration we’ve now received officially recognises the scale of this event and opens the door for us to apply for disaster recovery funding from the State and Federal governments.

This funding would cover the majority of repair costs, reducing the financial impact on our community while allowing us to restore damaged infrastructure as quickly as possible.

Neighbouring areas, including Gunnedah, Uralla, Walcha, and Armidale, were also impacted by the same weather event, and the declaration ensures the wider region can also access recovery support.

While we work through the process, our engineers are prioritising the most urgent sites so we can move quickly once funding is approved.

We know how vital these roads and bridges are for everyday travel and keeping our region connected — and we’re committed to getting them back in working order as soon as possible.

Please continue to drive to the local conditions and travel safely around our region as repair works progress.

Structure Plans look to the future

Structure Plans look to the future

Image to display

As the Tamworth region continues to grow, careful planning is essential to ensure we can accommodate population growth, deliver vital infrastructure, and enhance liveability for current and future residents. A step towards achieving this is to create Structure Plans for identified areas of the Local Government Area.

A structure plan is a document used in urban planning that helps guide how a specific area will grow and develop in the future. It outlines broad ideas for land use, transport, infrastructure, community facilities, and environmental management. It is a high-level plan and doesn't aim to solve every issue of that area in detail.

Council staff have engaged urban design consultants Ubris to prepare structure plans for three identified areas in the region; Precinct 1: Southern Gateway Activation Precinct, Precinct 2: Kootingal Residential Growth Precinct; and Precinct 3: Tamworth Sports and Entertainment Precinct.

The draft plans represent the first step in a longer-term vision for each precinct, allowing Council to share potential growth and development opportunities with the community and landowners. They have been developed in response to key regional and local strategies, including the Department of Planning, Housing and Infrastructure’s New England North West Regional Plan 2041, Council’s Blueprint 100: Parts 1 & 2, and the Tamworth Regional Housing Strategy 2024.

It's important to note that while the draft plans set a vision and direction for the future of the three precincts, they don’t change existing planning rules such as zoning or minimum lot sizes. Instead, the ideas from the plans are put into action through Planning Proposals, Development Applications, and Council’s Development Control Plan. Further community consultation, technical studies and significant infrastructure upgrades will also be required to bring the vision to life.

The Draft Tamworth Regional Structure Plans are on public exhibition from 9am Monday 28 July 2025 to 4pm Monday 8 September 2025 and we're asking for the community, landowners, and stakeholders to have their say on how these precincts could evolve into the future. All feedback will be presented to Councillors to review.

Honouring culture and community

In a landmark move toward Closing the Gap locally, Council has partnered with Tamworth Aboriginal Community Controlled Organisations (TACCO) as part of a shared commitment to creating stronger outcomes and championing place-based solutions for Aboriginal and Torres Strait Islander community members.

The Mara Ngali Agreement will use consultation from the Indigenous community to shape Councils Closing the Gap Implementation Plan, which will then be delivered in collaboration with TACCO. In Gomeroi language, Mara Ngali symbolises the two hands of the same body, representing unity, partnership, and shared purpose. Just as hands work together, the partnership reflects a shared commitment to building a stronger, more equitable future with real, lasting outcomes.

On Friday 9 May, the momentous occasion was celebrated with a signing ceremony held at the Tamworth Regional Botanic Gardens and was attended by local and state representatives, community members and staff of each organisation.

As guests took in the smell of burning eucalyptus and the sounds of clap sticks and traditional song, it was an opportunity to acknowledge the unwavering advocacy and dedication of Elders and previous generations while also celebrating the passion and commitment of our current community leaders.

As we continue to strengthen the relationship between local government and the Aboriginal and Torres Strait Islander community, we held a Flag Raising Ceremony on Tuesday 27 May at Tamworth War Memorial Town Hall to commemorate National Reconciliation Week.

With this year's theme of Bridging Now to Next, the ceremony shared the importance of reflecting the ongoing connection between past, present and future and that the relationships we've formed and the work we put in to Reconciliation and Closing the Gap today, will benefit the Tamworth community of tomorrow.

Tamworth Regional Councillor and proud Gomeroi Man, Marc Sutherland, said Council is committed to supporting all members of the community.

"As a council, we're really aware of what spaces we have influence over, what we can advocate for, and what our role can be in championing the idea of reconciliation with communities," he said.

Have you ever been in shock after opening a big water bill? You may have a hidden leak with common culprits including evaporative coolers, leaky taps, toilets and irrigation hoses. The MyTRC Water Portal is free to access and can help you find and fix leaks early, before they become expensive, messy nightmares.

We finished installing more than 23,000 automatic water meters across our region at the end of last year which means it's now much easier to track your water usage and avoid bill shock.

Your new automatic water meter is fitted with a radio transmitter to provide accurate, close to real-time water readings, improving the accuracy of your water bill, detecting possible leaks, and promoting better water management.

It doesn't matter if you're renting, own your home, or need to manage the water use at your workplace - you can track your usage on the meter itself, or tap into multiple features available through the MyTRC Water Portal.

Registering for the water portal has many benefits for both residential and commercial customers:

  • Track your water usage anytime, anywhere – the MyTRC Water Portal provides free access to your water consumption data, helping you monitor your usage effectively
  • Save water, save money – water portal tools help you to set water consumption targets and alerts for leaks, supporting your home or workplace efforts to reduce waste and lower your water bills
  • Better water management for a sustainable future – improved water usage data will help us make better decisions regarding water distribution, especially during times of drought. You can compare your water use over time and set new goals to save this precious resource.

This is a $6.5 million investment in our region's future, supporting our regional committment to water security. The new meters and water portal are an important step towards enhancing the region’s water management and sustainability, giving all of us a chance to make a difference.

New strategy drives parking changes

New strategy drives parking changes

Image to display

Greater turnover of on-street parking spaces and the addition of about 200 more free off-street all-day parking spaces in Tamworth's CBD are among the benefits drivers can expect after Councillors endorsed the Tamworth Regional Parking Strategy. There are also actions to improve parking in Manilla and Barraba.

The strategy aims to increase the availability of different types of parking to meet the needs of drivers across the region and a further shift towards parking industry best practice.

It includes a mix of free and paid parking as well as different periods of timed parking, parking for people with a disability and long vehicle parking.

The strategy has been created with the aim of increasing the availability of the types of parking to meet the needs of drivers across the region and a further shift towards parking industry best practice. Actions include:

  • More parking spaces in Barraba and Manilla for people with a disability and long-vehicle parking;
  • Introduction of meter parking in Tamworth’s Peel Street between White and Bourke Street to encourage shorter stay parking which leads to an increased turnover of parking spaces and;
  • Installation of ticketless parking meters with card or app payments only because they are less prone to being out of order.

Council staff are working on implementing the strategy's actions. The first will come in a few months while meter parking in Tamworth’s Peel Street will be later in 2025.

One change in the near future is additional lighting in the Tamworth Town Hall Carpark. A motion Councillors adopted at the 25 February meeting supported the move to improve safety for all who park in the CBD at night.

Updates about the strategy implementation will be shared as more details are known.

Tamworth Region Mayor Russell Webb said the strategy's underlying principles are based on industry best practice.

"The majority of Councilors agreed it will deliver real parking improvements as the initiatives are activated - more all-day free parking in the CBD is a big win," he said. "But it may be that changes are made as we work through the strategy to achieve even better results."

Aquatics funding plan adds up

Aquatics funding plan adds up

A strategy which sets out how Council will be able to fund an aquatic, sport and health centre was unanimously supported by Councillors at the August 13 Ordinary Meeting. The decision drew applause and cheers from the overflowing gallery of residents and sports group members who want to use the facility.

With a $15 million grant secured through NSW Government Centre of Excellence Fund for the $45 million project, the report recommended Council obtain loan funding for its co-contribution of $30 million.

Councillors voted to adopt the strategy which explained how repayments would be sourced from  two funding streams. One would be a $15 million loan repaid using Special Rate Variation revenue which has been earmarked for renewal of Council’s assets. The second $15 million loan would be repaid though decreased expenditure and increased revenue or “one-off asset sales". “The source of the expenditure savings will be identified through Council’s regular operational procedures with future Council reports prepared for any land asset sales,” the report said.

A development application for Stage 1 of the project was lodged with Council on 1 August and will go on public exhibition in the coming weeks. The application will be referred to the Northern Regional Planning Panel for determination.

The report Councillors endorsed advocated an operational model based on in-house staff managing the facility for an initial period and proposes investigating options for the naming and branding of the facility.

The report also makes it clear there will be continued consultation with user groups to help determine the final configuration of the facility’s main body of water. Complex factors about the specific depths required to cater for various uses are among the issues which are part of the ongoing conversations.

Tamworth Regional Council General Manager Paul Bennett said its good to see a year-round aquatics centre is within reach after being talked about for many years. "The report shows the extensive technical research done by staff to ensure the facility we build balances design and operational efficencies to meet the community's needs while generating revenue to maintain its long-term viability," he said.

Library funding to benefit region

Library funding to benefit region

Tamworth City Library and the new Kootingal Library are among 28 libraries across the state that will share in $6 million in funding as part of the State Government’s Public Library Infrastructure Grant program. Announced in early July, the funding will go towards two key projects that will benefit our whole region.

A total of $191,520 will be used to install technology that will enable after-hours access to the Tamworth City Library and the new Kootingal Library. There will be a booking system for those wishing to visit outside of usual hours, making the library facilities accessible between 7am and 10pm, seven days a week.

Tamworth Regional Council Manager Learning Communities, Kay Delahunt said the upgrades would be beneficial for community members who wouldn’t normally be able to access the library due to work and time constraints.

"These libraries are well patronised and serve a diverse population, from shift workers and HSC and tertiary students to families and FIFO health workers. By enabling access outside of the usual staffed hours, we hope to meet the growing needs of the community while also adapting to the changing learning landscape" she said.

Part of the funding will cover the new swipe access doors, environmental control improvements, and enhance safety measures with additional CCTV and duress alarms. Kootingal will be the first to provide longer access hours when it opens later this year.

A futher $199,716 in funding has been received for the Central Northern Regional Library's Regional Digitisation Van project, which is planned to be available to the community mid next year.

The public-focused mobile van and two static memory stations will be used to uncover and preserve historical material from across the region. This will give residents in the region the chance to digitise their personal historical photographs and documents and, if they wish, to donate digital copies to the library's local history records.

Ms Delahunt says the van will be a great way to build the community's sense of belonging and reinforce the library's role in the provision of local studies.

"We wanted to find a way to make preservation fun, accessible and relevant to the public as a means to document and preserve both their personal histories and community local history," she said.

Planning our community's future

Planning our community's future

Proposed changes to the Tamworth Regional Local Environmental Plan (TRLEP 2010) and the Tamworth Regional Development Control Plan (TRDCP 2010) are now on public exhibition this month as part of a major review which will reframe our region’s planning guidelines.

Tamworth Regional Council Director Liveable Communities, Gina Vereker, said the two plans work together to set the rules for development within the Tamworth Local Government area.

“In basic terms, the Local Environmental Plan makes clear what landowners are permitted to do while the TRDCP 2010 sits underneath it and gives detailed guidelines on how those uses must be done,” she said.

The first phase of the TRLEP 2010 review includes proposed amendments relating to Heritage Conservation Areas, secondary dwellings in rural zones, temporary workforce accommodation at Tamworth Regional Airport, promoting infill medium density development in Bridge Street, West Tamworth and Tamworth CBD and increased floor space ratios in the Bridge Street precinct.

The TRDCP 2010 review proposes new controls and amendments in response to emerging and changing trends in the development industry including aspects around parking provisions; general building controls; the urban heat island effect, resource and waste management plan requirements; water reticulation requirements for Daruka and Tintinhull; flooding controls and small-scale renewables.

The Draft Tamworth Regional Housing Strategy aims to ensure the Tamworth region will have well-designed housing to meet the needs of a diverse and growing community and provide a wide range of lifestyle and affordability options.

“It is not only focused on increasing supply of the types of housing most suited to our community’s needs but also supporting diverse and creative housing solutions,” Ms Vereker said.

The strategy identifies two-person households as the most popular household size in the region at 34.7% of all households. This is followed by one person households at 28.4%. Households with five or more people are “comparatively rare”.

Community feedback is sought about each strategy. For more, go to trcnews.au/planning

Community meet and greet

We’ve recently announced three “Community Meet and Greet” events for 2024. It doesn’t matter if you’ve been living here for two months or two years, we're committed to helping new residents feel at home and find their crew by bringing local organisations, sporting groups, volunteers and community members together.

If you're new to the Tamworth region or just starting to settle in, you'll know it can sometimes be hard to know where to go or who to speak to about feeling like a local. Our new resident gatherings aim to help you join a few more dots and connect with confidence with your new community.

We're looking forward to meeting you - perhaps for the first time - in May, August or October with a group of friendly locals ready to welcome you and your family to the region!

The networking-style events are designed to make it easier for newcomers to meet fellow residents who may also be feeling a little shy or uncertain, inviting you to explore the Tamworth community as a place to live, work and invest.

Each event is themed and aims to meet your interests and needs as a new comer.

On Monday May 20, you're invited to join us at the Tamworth Community Centre in Darling Street to chat about our community and how we can help you feel more connected.

Doggos ready to take the lead at Nundle

Doggos ready to take the lead at Nundle

It’s all happening in Nundle on Sunday 5 May! The Great Nundle Dog Race is back, so don’t miss the chance to see these adorable dogs in action. It's one of our region’s most woof-tastic events on the calendar, with a big turnout expected from dog owners, dog lovers and those who are passionate about pets.

The event is hosted by the Nundle Public School P&C Association and community volunteers as an annual fundraiser for the school. Each year, all proceeds funnel back to the school for the benefit of the  Nundle community.

In addition to the big race featuring working dogs, there will be lots of other attractions including dance performances and food stalls. Given the immense interest and popularity in previous years, organisers have added a new event this year - a special “snag race” just for beloved dachshunds or ''sausage dogs''.

Regardless of their breed, all good boy and girl doggos are welcome to take their owners to Nundle for the fun starting at 10.30am at the Nundle Recreation Ground (which you'll see on Oakenville Street on the way in to town).

While you're enjoying the day, there’ll also be an opportunity to let us know your thoughts about plans being developed to guide management of two sites in Nundle and Hanging Rock.  Council is in the early stages of creating two masterplans. One is for the Nundle Recreation Ground and Peel River Park, with the other focusing on Sheba Dams and the Hanging Rock Lookout. The masterplans will help guide future use and enhancement of the sites to ensure they remain significant tourism attractions and much used community recreation spaces.

After initial consultation with members from key Nundle community groups took place last month, the day of the Great Nundle Dog Race marks the start of our wider community consultation. We will be seeking input from community members about how they would like to see these sites evolve in the future. We will be setting up a stand on the corner of Jenkins and Buchanan Street, adjacent to the Nundle Memorial Hall. Please take a few minutes to visit, talk with our staff to find out more and have your say.

In the coming weeks, more information will be available about how to share your thoughts with us about the development of the masterplans. Please keep an eye out for more details.

Everyday Waterwise Guidelines

Feature 2

Everyday Waterwise Guidelines

Image to display

You're not alone in noticing how dry it is across our region at the moment. Water is a high priority for Council, so we're encouraging sustainable water use across our community with the introduction of Everyday Waterwise Guidelines.

Everyone can do their part to reduce the impact of drought by embracing the Guidelines and conserving our water supply for as long as possible.

The new Everyday Waterwise Guidelines are:

1. Only water the garden, including using sprinklers, before 10 am or after 4 pm. This avoids watering during the hottest part of the day, when water wastage and evaporation is high.

2. Trigger nozzles to be used on all handheld hoses. Trigger nozzles provide more control over water flow and reduce wastage.

3. Avoid hosing down hard surfaces, such as concrete, paths and driveways. Use a broom, leaf blower, or if water is required, use a high-pressure cleaner or water efficient nozzle.

The Everyday Waterwise Guidelines, which replace the previous Permanent Water Conservation Measures, are not enforceable, but all residents are encouraged to reduce their water usage in line with the guidelines to reduce the impact of the drought going forward.

Council has a 6-level water conservation plan known as the Drought Management Plan for the Tamworth Region, which was adopted on October 10 2023. The plan sets out clear trigger levels for restrictions to be activated across different centres in the Local Government Area to make it easy for residents and visitors to understand exactly what water use rules apply to them.

The levels are based on dam levels, flows in streams, and bore levels for all seven water supply schemes operated by Council. For more information on Water Restrictions, definitions, and our water sources visit www.tamworth.nsw.gov.au/water-and-wastewater

Thank you to everyone who does their bit to help keep the Tamworth region water wise.

Let's talk Special Rate Variation

Feature 2

Let's talk Special Rate Variation

Image to display

We have started a conversation with our community about whether to apply for a Special Rate Variation (SRV) to increase rates to ensure we remain financially resilient and able to continue to deliver the services and facilities our community have told us they want and need.

Information sessions will be held around the region in October to speak to the community about the cost savings that have been already made and why we are considering an increase.

We are proposing a permanent SRV of 36.3% over two years. This will mean an increase of 18.5% from July 1, 2024 (including the forecast rate peg of 3.5%) and an additional 15% from July 1, 2025 (including the forecast rate peg of 2.5%). A rate peg is the maximum amount a Council can increase rates by and is set by IPART.

Council is being open and transparent in talking to our community about our upcoming financial challenges.  We need to balance rising costs if we want to be financially resilient in the years ahead and not have deteriorating roads and facilities.

To date, Council has been able to maintain infrastructure and services within the rate peg set by the State Government. In recent years this has become increasingly difficult, and while we have forecast a modest cash surplus this year it is projected our cash reserves will soon be in decline.

Already $7.9 million in annual savings or extra revenue has been found, and $3.2 million in one-off savings through 189 individual initiatives. These include saving $1,161,000 in our plant and vehicle holdings, and $321,000 through installing solar power at TRECC. We plan further annual savings of $1.6 million and other one-off savings through a further 24 actions.

Should the proposal proceed, two-thirds of the income will be allocated to our roads and transport infrastructure. It will also be used to maintain community assets and facilities such as the Tamworth War Memorial Town Hall, be invested in aquatic facilities and deliver approved projects.

To find out how the rates for your property may be affected, we have created a rates calculator which can be found on our Have Your Say page. This page also has a full list of freqently asked questions, how our rates compare with similar Councils and the next steps.

We encourage you to attend an information session, online webinar, or visit the page to get more detail. To find out more, go to www.haveyoursay.tamworth.nsw.gov.au

The rail corridor connecting West Tamworth and Westdale will activate again in October as the Tamworth Intermodal Freight Facility starts operation.

Road users are urged to understand the safety risks with the return of trains after about 30 years.

Drivers on Gunnedah Road, West Tamworth; Dampier Street, Taminda and Evans Street, Westdale will see new boom gates and flashing lights installed at each level crossing. Road users must slow down, obey traffic signage and stop when the lights or boom gates are activated.

Remember to check gate latches are working properly and ensure fencing has no gaps larger than 100mm. Make sure your CPR signage is clearly displayed and easy to read in case of an emergency. Most importantly, always remember that supervision is essential! If you're unsure if your pool is compliant, you can contact Customer Service to find out more about our inspection services or visit  trcnews.au/PoolChecks to complete a self assessment.

Since Curby came to Tamworth in December 2022, more than 21.3 tonnes of material have been diverted from landfill.
