Council’s Local Environmental Plan (LEP) and Development Control Plan (DCP) regulate development through land use zones and development standards at a local level. For the first time since amalgamation in 2004, a new comprehensive LEP for the whole Tamworth Regional Council area has been gazetted. The LEP is supported by a single DCP which provides detailed development standards. Planning Strategies provide a framework to guide Council’s vision for the community and the long term direction for land use development. Tamworth Regional Council’s strategies include the Taminda Revitalisation and Economic Development Strategy, the Gateways Beautification Signage Project and the Regional Development Strategy.

The Tamworth Regional Local Environmental Plan 2010 is now in force following its gazettal on Friday 21 January 2011. The Local Environmental Plans of the former Tamworth City, Parry, Nundle, Manilla and Barrba Shires have been repealed to the extent they applied to the Tamworth Regional Council area.

The Tamworth Regional Development Strategy was prepared to provide a sound platform for a comprehensive review of the five (5) Local Environmental Plans (LEPs) applying to the local government area. The Regional Development Strategy was developed to guide the preparation of a new region-wide comprehensive LEP.

Tamworth Regional Council engaged a constancy firm in December 2008 to produce Masterplans for the rejuvenation of Bicentennial Park and the Design Upgrade of Fitzroy Street. The two Masterplans will provide the framework for the future development of these very significant public domain areas.

The Taminda Revitalisation Strategy aims to revitalise the region’s long established industrial area and provide new opportunities for economic growth and employment generation.

There are some locations that require special consideration referred to as Site Specific requirements. The Draft Peel River Estate Development Controls are structured to be included as another of these Step 4 Site Specific requirements, relating in this case to a proposed 500 dwelling integrated housing development. The Revised Draft Peel River Estate Development Controls were publicly exhibited from 7 March 2012 to 4 April 2012. A Report addressing the outcomes of the public exhibition will be presented to Council at its meeting on 8 May 2012.

The 2011 Strategy has been prepared in response to increasing interest from government agencies toward affordable housing initiatives for the Tamworth Regional Local Government Area.
