Since the formation of the Local Government Area in 2004, Council has been operating under five Local Environmental Plans and one draft Local Environmental Plan.

A new vision for the Tamworth Region
A new draft (comprehensive) LEP has been prepared in response to the State Government’s requirement for all NSW Councils to prepare a consolidated LEP which conforms to the Standard Instrument Order 2006, known as the ‘Standard LEP Template’. This new LEP, once gazetted, will replace the five current LEPs and the draft Parry LEP 2004.
The draft Tamworth Regional LEP 2009 was on public exhibition until 25 August 2009.
Council’s Approach
Council has taken the approach, as far as possible, of a direct translation of the five current LEPs (Tamworth LEP 1996, Barraba LEP 1990, Manilla LEP 1988, Nundle LEP 2000 and Parry LEP 1987), into the format of the standard template. Thus the current zones, the preferred landuses within those zones and the majority of provisions have largely been carried over and renamed within the structure and requirements of the standard template. There are, however, exceptions to this approach where direct translation has not been possible.

Zoning changes
All zone names and numbers will change to conform to the standard template. In addition, a number of new zones have been introduced through the standard template, while some zones no longer exist.
The draft TRLEP 2009 also includes 16 site specific rezoning proposals which have provided sufficient information and justification to support their inclusion in the Draft TRLEP 2009.
The draft TRLEP mapping is significantly different to the current mapping for the five LEPs and has been prepared in accordance with the Department of Planning “Mapping Guidelines” and requirements.
The five current LEP maps contain only a “zone” layer. The Draft TRLEP 2009 mapping covers the entire Local Government Area and comprises a sheet tile layout (refer Map Sheet Indexes) with a total of 94 x A3 (size) map sheets in PDF digital format at varying scales. In addition to the mandatory Land Application Map (LAP), thirteen themes (layers) are covered in Council’s mapping and include:

- FSR Floor Space Ratio
- LSZ Lot Size
- HER Heritage
- LRA Land Reservation Acquisition
- OLS Obstacle Limitation Surface
- CL1 Combined local maps (Sewer Treatment Plant, Waste Disposal Facility, Water treatment Plant)
- XL23 Combined local maps (Urban release Areas and Flight Training Path)
- CL3 Combined local maps (Flood Panning and Noise Exposure Forecast)
The number of mapping themes applying to a tile area varies.
