Before construction may commence, a Construction Certificate must be obtained from Council or an accredited certifier. During the construction phase it is important to ensure that erosion and sediment control measures are maintained and that all hoardings are secure. A Construction Certificate is not required for Exempt Development, however it is important to determine whether other approvals may be required such as those under section 68 of the Local Government Act, 1993 to carry out water or sewer supply work.
A Construction Certificate is an approval for building work. It is required after development consent is issued and before any building work is carried out.

Inspections must be undertaken during the construction phase and will be conducted at critical stages of the development. This is to ensure that the construction works have been undertaken in accordance with the Building Code of Australia and relevant standards.

Disturbed soils, silt, litter and other materials that are loose in the environment have the potential to end up as deposits in our stormwater drains, streams, rivers and dams. These materials can cause short and long term environmental problems.

All works that apply to section 68 of the Local Government Act, 1993 require approval from Council prior to commencement of works. Activities that require this approval include carrying out sewer and water supply work and stormwater drainage work.

Hoardings are fences and/or scaffolds erected on the ground to form a barrier between public thoroughfares and construction sites. These are required to protect public areas and persons on a construction site.

An Occupation Certificate verifies that the Principal Certifying Authority is satisfied that the building is suitable to occupy or use in terms of the requirements of the Building Code of Australia.

A Subdivision Certificate authorises the registration of the plan of subdivision for lodgement with the NSW Lands Title Office.
